Project: Move2Act – Deep Situational Analysis and Legal Framework Review for Safe Abortion Movements in Lagos

  1. About Us

The Youth Network for Community and Sustainable Development is a youth-led movement catalyzing social change by engaging young people on critical sexual and reproductive issues affecting them and amplifying their voices to speak for human rights through targeted advocacy to key players, capacity building and development, communications and media engagements, partnerships, and programme implementation. We also work on a broad range of issues, such as Gender, governance, and environment; however, our priority over the years has been on Sexual and Reproductive Health and Rights

Since its inception, YNCSD has been catalyzing efforts of young people towards ending Female Genital Mutilation/Cutting (FGM/C) and gender-based violence through effective programming that transforms social norms underpinning these practices as well as promoting reproductive health and rights for women and girls. Part of our activities is to ensure that every pregnancy is wanted and that women and girls have access to reproductive health services and are given the opportunity to exercise full agency over their bodies. We pride ourselves on being a leading youth-led organization delivering quality programmes and interventions for our donors and partners based in Nigeria and globally.

  • About Move2Act project

The “Move2Act” project is a high-level advocacy initiative dedicated to advocating for legal reform and ensuring access to safe and judgment-free services and comprehensive sexual and reproductive health and rights (SRHR) care, particularly for women, girls, and other gender minorities in Nigeria. The project will be implemented in Lagos State.

In this context, a technical consultant is required to conduct a deep situational analysis and legal framework review for safe abortion movements in Lagos, Nigeria. This analysis will provide valuable insights and recommendations to support the project’s goals.

  • Objectives

The objective of this assignment is to conduct a thorough situational analysis and legal framework review of safe abortion movements in Lagos. The primary goals are:

3.1. To assess the current state of safe abortion awareness, access, and advocacy in Lagos.

3.2. To analyze the legal and policy frameworks regarding safe abortion in the state, including the interpretation and enforcement of relevant laws.

3.3. To identify key stakeholders, organizations, and individuals involved in safe abortion advocacy and services in the target states.

3.4. To develop recommendations and strategies for strengthening safe abortion movements in Lagos, with a focus on evidence-based solutions.

  • Scope of Work

The technical consultant will be responsible for:

4.1. Conducting a comprehensive literature review of relevant documents, laws, and policies related to safe abortion in Lagos.

4.2. Collecting and analyzing primary data through interviews, surveys, and focus group discussions with key stakeholders, including healthcare providers, women’s rights organizations, government officials, and community members.

4.3. Identifying challenges and barriers to safe abortion access, advocacy, and awareness in the state.

4.4. Assessing the impact of cultural, social, and religious factors on safe abortion movements in Lagos.

4.5. Reviewing international and regional human rights frameworks related to reproductive rights and safe abortion.

4.6. Developing a set of actionable recommendations and strategies for strengthening safe abortion movements in the state, with a focus on the Move2Act project’s goals.

 

  • Deliverables

The technical consultant is expected to deliver the following:

5.1. An inception report detailing the proposed methodology, data collection tools, and work plan.

5.2. A comprehensive situational analysis report that includes findings from the literature review, stakeholder interviews, and data collection.

5.3. A legal framework review report outlining the state-specific laws and policies related to safe abortion in Lagos.

5.4. A set of actionable recommendations and strategies for advancing safe abortion movements in the state, aligned with the Move2Act project’s objectives.

  • Timeline

The consultant is expected to complete the assignment within 11 weeks from the project’s commencement date, with regular progress updates to be provided.

  1. Qualifications

The ideal technical consultant should possess the following qualifications:

7.1. A relevant academic background in law, public health, or a related field.

7.2. Extensive experience in conducting situational analyses and legal framework reviews, particularly in the context of reproductive rights.

7.3. Strong knowledge of Nigerian laws and policies related to reproductive rights and safe abortion.

7.4. Excellent research, data collection, and analytical skills.

7.5. Familiarity with the local context in Lagos, including cultural and social dynamics.

7.6. Previous work experience in the field of women’s rights, reproductive health, or related areas is highly desirable.

 

  1. Budget

The consultant should submit a detailed budget proposal, including fees, expenses, and anticipated costs for data collection, analysis, and reporting.

 

  1. Submission of Proposals

Interested consultants should submit their proposals, including a curriculum vitae, a cover letter, and a detailed budget proposal, to v.abutu@yncsd.org  by 30th November, 2023.
